The comment that set a field

What broke

A ### Mode: read-only heading in a comment took the whole heading as the field name, matched no label, and passed — while the generated instruction told the agent no comment had set a field. And when the check was tightened, transmission reports quoting the launcher's own contract block produced one refusal per line.

The rule it paid for

Condition 6 reads both spellings; a comment naming the value the body already declares is not an amendment; the instruction states what was checked instead of certifying the result.
