What broke
A contract declared a level the form did not offer, and the level happened to be valid on the CLI. A launcher that mapped loosely would have started that mission at an effort no contract legally declared.
The rule it paid for
The mapping is exact; a value outside it is a refusal. Then the form was widened to offer every level the seat carries, so the misdeclaration the form had forced could not recur.
