What broke

Four criteria written in twenty-four hours carried numbers nobody had measured. One asked for twenty-five entries where the governing ruling counts seventeen; both figures were real and counted different populations. Another asked for twenty-five writes where the measurement says thirty-six.

The rule it paid for

Every figure in a criterion names where it was measured. The measurement governs the criterion's restatement of it, never the reverse.
